Will my Apple Watch 11 be slower on watchOS 27 if my phone doesn’t have Apple Intelligence support?

I do have a question about audio intelligence. If the watch is only buffering the last 15 seconds, and doesn’t record anything, how is the summary feature invoked? To create the summary it “has” to record what the watch hears. Presumably the recording is happening on the iPhone, right?
